National Standard for Electronic Motor Vehicle Driving License to be implemented on April 1, 2027 nationwide.
Recently, the National Market Supervision and Administration Bureau (National Standardization Committee) approved and released the National Standard GB/T 48269—2026 for the Traffic Management Electronic Certificates: Motor Vehicle Registration Certificate. The standard will take effect on April 1, 2027.
Previously, the National Standard GB/T 48268—2026 for Traffic Management Electronic Certificates: Motor Vehicle Driver’s License came into effect on July 1, 2026.
In recent years, the public security traffic management services have been steadily improved under the "one-stop online services" initiative. By the end of 2021, the electronic driver’s license was rolled out nationwide, allowing drivers to apply for and display it through the "12123 Traffic Management" App, which is widely used in various scenarios such as business windows, insurance claims, and car rentals. Starting from July 2024, the electronic vehicle registration certificate began a pilot program, followed by full-scale implementation in three batches in 2024 November. These two electronic certificates have greatly facilitated public and corporate affairs and travel.
To standardize the generation, processing, and sharing of traffic management electronic certificates, and to support the construction of a unified national public security traffic management electronic certificate management system, the Ministry of Public Security has formulated a series of national standards for traffic management electronic certificates.
Key points include:
- Uniform requirements for certificate information.
The National Standard GB/T 48268 for Traffic Management Electronic Certificates: Motor Vehicle Driver’s License specifies the information, file requirements, and face style of the electronic driver’s license. The information includes the driver’s name, ID number, and driving qualifications, such as the type of license, accumulated points, and driving status. The face of the certificate includes the driver’s information on the homepage and the back page, with the certificate information displayed on the QR code, which is dynamically generated and annotated with the generation date and display time.
The National Standard GB/T 48269 for Traffic Management Electronic Certificates: Motor Vehicle Registration Certificate specifies the information, file requirements, and face style of the electronic vehicle registration certificate. The information includes vehicle type, license plate number, vehicle identification number, and dynamic information such as the vehicle status.
- Innovative authorization usage mechanism.
The standard for the electronic vehicle registration certificate also includes authorized users and purposes, allowing vehicle owners to authorize others to use the electronic vehicle registration certificate based on business scenarios, with all records being traceable and verifiable, preventing misuse and abuse of the certificate.
- Strengthened security technical protection.
Both standards use the domestically developed SM2 cryptographic algorithm for digital signatures on the data files, ensuring anti-counterfeiting and anti-tampering capabilities. Sensitive information is also anonymized for display.
- Uniform face style and coding rules.
The certificate numbers and identifiers for both electronic certificates are uniformly standardized across the country, with dynamic information being updated in real time with the public security traffic management information system. This provides a unified technical basis for the cross-regional, cross-departmental, and cross-platform sharing and recognition of electronic certificates.
These two national standards provide a unified framework for the generation, processing, and sharing of electronic certificates, as well as the development of the public security traffic management electronic certificate management system.
In the future, when citizens present their electronic driver’s license or electronic vehicle registration certificate, they can use the "12123 Traffic Management" App to scan the QR code on the certificate to verify its authenticity. This will make it more convenient for citizens and enterprises to present certificates for official business.
