China takes the lead in formulating it! Global technical regulations for the world's first autonomous driving system have been approved and released
The 199th plenary meeting of the United Nations World Organization for the Harmonization of Vehicle Regulations (UN/WP.29) was held in Geneva, Switzerland, from 22 to 26 June. At the meeting, the United Nations Global Technical Regulation on Autonomous Driving Systems (ads gtr), jointly developed by China, the European Union, the United Kingdom, the United States, Canada and Japan, was voted on by all Parties and officially approved for release. The ads gtr released this time clarifies the core technical specifications of automated driving system products, simultaneously puts forward manufacturer-level requirements and supporting audit and evaluation methods, and builds a regulatory framework covering the entire life cycle of products. As the world's first global technical regulation on autonomous driving, this regulation provides unified compliance for the orderly and safe implementation of autonomous driving technology, which is a milestone in accelerating the industrialization of autonomous vehicles and promoting the intelligent transformation of the global automotive industry. Since 2019, China has served as the vice chair of the United Nations Automated Driving and Connected Vehicles Working Group (WP.29/GRVA) and the co-chair of the Automated Driving Systems Working Group (ads IWG). It has played an important leading and driving role in the formulation of this regulation. The Ministry of Industry and Information Technology organized China Automotive Technology Research Center Co., Ltd., China Academy of Information and Communications Technology, etc. to participate in various meetings, hosted relevant meetings for many times, and led the preparation of the core content of the regulations; At the same time, the UN Expert Group on Global Technical Regulations for Autonomous Driving was established to organize a large number of technical demonstrations, share China's test verification and actual vehicle application data, and put forward dozens of technical proposals on dynamic driving tasks, human-computer interaction, test verification methods, etc., to provide strong support for the formulation of regulations. While deeply participating in the development of international regulations, the Ministry of Industry and Information Technology has accelerated the development of mandatory national standards for autonomous driving systems in China. At present, it has completed the preparation of standards and is fulfilling the approval procedures. Compared with ads gtr, the domestic standard comprehensively covers its core technical content. At the same time, based on the actual and regulatory needs of China's industry, it puts forward more detailed technical requirements for L3 and L4 automatic driving systems, and clearly delineates the safety bottom line of different levels of products. It further improves user training and notification to prevent misuse and abuse risks. On the basis of the internationally accepted "multi-pillar method" test plan, it innovatively proposes a unified standardized test scenario to provide support for the implementation of international regulations. In the next step, the Ministry of Industry and Information Technology will continue to deeply participate in the revision and coordination of international standards and regulations in the field of intelligent networked vehicles, accelerate the release and implementation of domestic mandatory national standards, coordinate and promote the effective convergence of international regulations and domestic standards, and promote the formation of a pattern of domestic and international mutual promotion of standards and regulations. At the same time, we will carry out in-depth road test demonstrations of intelligent connected vehicles, pilot applications of "road cloud integration", production access and on-road passage pilots, further improve technical standards and regulatory schemes, ensure the safety and compliance of autonomous driving products, and comprehensively lead the high-quality development of China's intelligent connected vehicle industry.
